A Familiar Sticky Ground

Going by the latest political development, it appears that there is already a crack in the Kalikho Pul govt, much to the despair of the people of the state who are wishing for some amount of stability. Two of the Parliamentary Secretaries who were inducted recently in the Pul Ministry, have so far chosen not to accept their given responsibilities. This open rebellion is certainly not a good news for the Chief Minister.
Pasang Dorjee Sona, one of the major players that dislodged the Nabam Tuki govt has not reacted openly but he is unlikely to the accept the post of the Parliamentary Secretary.  
On the other hand Tirong Aboh, who made many cringe in embarrassment by touching the feet of his former boss Tuki, just before he was sworn in as a minister has said that he will accept the post only after meeting his new boss. It is expected that he will take up the offer.
With 43 on his side, out of 58 MLAs, Pul, like his predecessors, face the problem of plenty. Though seats are few, there are many more MLAs that want Pul to pay back for their loyalty by giving them ministerial positions. Obviously, the Chief Minister will not be able to make everyone happy but going by the bickering and annoying campaigns using supporters; it looks like very soon, the fight will be out in open.
Even before the ministry was sworn in, supporters of MLA Markio Tado are reported to have shot bullets just outside the residence of the Chief Minister.
Such unbecoming behavior should have been treated with stern punishment by the government that came to power with a promise to ensure law and order. But apparently, it was just another stray incident and not a law and order problem. It looks like the nightmare of the Chief Minister has just intensified with so many wanting to be part of the team.
With the ministerial composition yet to be complete and every MLA worth a name wanting to be a minister or Parliamentary secretary, Chief Minister will find himself at odds with most of them.
BJP  will surely want a share of the cake. Though they have not commented so far, they would certainly want a major chunk. Three of their apparent demands are at least two ministerial positions, the post of Deputy Speaker as well as Parliamentary secretaries. Now, it remains to be seen how the chief minister negotiate the demands of the BJP, which is clearly divided into several camps, two notables being the camps led by Kiren Rijiju and the other by Tapir Gao. With many power centres within the BJP, it seems almost an insurmountable task that the Chief Minister will be able to bring them under one umbrella and keep all of them happy.  
For many, who are closely watching the Chief Minister's move, it is anticipated that his next political shift will be switching loyalty one more time, from PPA to BJP. People of the state are used to political parties jumping from one party to the other, with no shame whatsoever as if there is no tomorrow, however it remains to be seen, how he negotiates Rijiju and Gao, who are both known to be close to the central leadership of the BJP but opposed to each other. Though it is an open secret that BJP is hankering to have its government in the state, with Pul and co as willing partners, as of now, the internal issues within the BJP is an obstacle.  
With so many issues on hand, it does look like Chief Minister will be left with little or no time to spare time for the state.  Already questions are being asked on distribution of funds for projects under Revised Estimates. Obviously, the bureaucracy has been pleasing the boss by not interfering. Like his predecessor, the Chief Minister has kept very less or no funds for those who are not in his camp. It does sound so familiar!



Capital Police busts extortion, burglary gangs, arrests ten
ITANAGAR, Mar 20: Itanagar Police has arrested ten persons for involvement in several cases of mobile snatching, burglary and extortion of shop items from Akashdeep Complex and Gohpur area. A total of ten mobile handsets, two fire arms (7.62 caliber live ammunition) and stolen articles worth Rs.1, 50,000 were recovered from their possession.
A Capital SP release stated that recently cases of extortion from shopkeepers, mobile snatching incidents from pedestrians and burglary were reported at Itanagar Police Station.
Subsequently, a team of police officers including N. Nishant, R K Jha and K Tao led by OC PS Itnagar Inspector T. Bage was constituted under the supervision of SP Capital Devender Arya that continuously monitored the stolen and extortionists mobile handsets with the help of Call Monitoring Control Unit of PHQ, Itanagar for the last one month. The police team has solved the task in a month by busting the gang while working on five different cases.
A prominent shopkeeper of Akashdeep Complex was asked to pay Rs.1 lakh by extortionists who parceled him ammunitions, in order to intimidate him. The case was solved within a day by arresting the accused and seizing two fire arms from his possession. In another case, two boys involved in the snatching one mobile handset of a HDFC bank staff have been arrested and the handset was recovered within a week.
Further in a burglary case, some unknown person(s) involved in stealing five mobile handsets along with other articles from the under construction site of proposed “Reliance Trends” building located at 0 Point Itanagar has been busted. Two persons have been arrested and the stolen mobile handset and other articles have been recovered.
In one more burglary case, some unknown person(s) entered into the house of a senior Govt. officer and stole a mobile handset.  One accused was arrested and three stolen mobile handsets recovered from him.
In another extortion case, four persons have been arrested for forceful entry into a shop in Gohpur area and escaping with cash and grocery items.



Rangoon team wraps up shooting in Pasighat

PASIGHAT, Mar 20: After 19 days Rangoon film team left Pasighat on Sunday.
The film, directed by Vishal Bhardwaj were shot at Komlighat, Kebang, Rottung, Komsing Bridge, Telam, Dipa, Partung and Murkong Selek in East Siang and Siang district.
“This is not only an opportunity but a lifetime achievement for the people of Pasighat and Arunachal as they got the chance to be involved in a Bollywood movie and showcase the beauty of Arunachal”, shared one Olak Jerang from Pasighat who had the chance to be involved as Assistant Co-coordinator in the Ragoon movie.
The coming of the Bollywood team not only captivated the people of Siang districts but also generated temporary employments to the local people during their stay.
“The scenic beauty and warm people of Arunachal has touched the heart of Bollywood, we would love to come here more often” shared a crew member of Rangoon.
Around 171 local people from East Siang and Siang district were cast in the film as background artist. The film is expected to be released on September 30. (Osik was the Artist Coordinator from Arunachal for Rangoon)



Jahnu Barua to make film on Arunachal
ITANAGAR, Mar 20: International award-winning filmmaker Jahnu Barua  is all set to make a film on Arunachal Pradesh with local artists and actors from Bollywood.
He has taken up the movie project following a request from Governor of Arunachal Pradesh JP Rajkhowa.
The Governor, who was excited to hear from Barua on his upcoming project, wished the film will be made in Hindi and have great impact and boost the State Tourism sector.
The Governor said that the whole of Arunachal Pradesh provide perfect and exotic locations for any storyline. It will be new world for the film makers in very affordable price, Rajkhowa said.
Augmentation of film sector in the State will open new avenues for employment and entrepreneurship, not only for the local artists, but also people, particularly youth engaged in transportation, hotels, restaurants and tourism, the Governor said. PRO to Raj Bhawan



Mini marathon to generate consumer awareness
ITANAGAR, Mar 20: The Department of Legal Metrology and Consumer Affairs organized a mini marathon from Itanagar to Naharlagun on Sunday aimed at creating awareness among the consumers about their rights and responsibilities.
Bonjo Kena won the race followed by Bano Tanang in second and Hilang Kapa in third position. The winner, second and third position holders were given cash prizes of Rs.30,000, Rs 20,000 and Rs.10,000 respectively along with certificate.
Consolation prizes (of Rs 7000) with certificates and shield were also given to three women participants--Johny Mangkhya (1st), R Yadar Laa (2nd) and Dana Taha (3rd). The flagging off programme at IG Park, Itanagar was attended, among others, by Secretary (CA & LM) Gamli Padu, Capital Complex Deputy  Commissioner Sandeep Kumar Singh,  councillor (IMC) Kipa Takum.
Altogether 125 persons—both men and women—took part in the race.
Speaking before start of the race at the park, Padu called for organizing more awareness camps throughout the state involving various organizations.
He also appealed to the organizations, who deal with consumer and traders, to educate and arrange awareness programme in the capital and other parts of the state in order to build a better relationship between consumers and traders to protect the interest of both.
Assistant Controller Taba Tabin informed that 15 complaints from consumers have been received within a week. He suggested the consumers to dial toll Free State helpline number 18003453601 and lodged their complaints.



‘Improve Border Facilitation Counter at Hollongi’
ITANAGAR, Mar 20: Balijan Circle Youth Association (BCYA) has drawn attention of the Commissioner, Department of Tax & Excise about the Border Facilitation Counter (BFC) at Hollongi which is being run without a proper and visible check gate.
In spite of availability of infrastructure including office building, check gate in the name of Hollongi in records, the department has taken a private building on rent to manage the affairs of the BFC thereby imposing an extra and unsolicited financial burden on the state exchequer, the BCYA stated in a letter addressed to the Commissioner, Tax and Excise.
The association appealed to the Commissioner to take stock of the situation and do the needful at the earliest to improve the functioning of the centre since Hollongi is strategically important in terms of transit of goods into the state.
Undoubtedly, the BFC will play a major role and have a share in contributing and strengthening the state exchequer as the long awaited 4-lane highway from Hollongi to Itanagar is nearing completion, observed the association.




SBI donates wheel chairs, stretchers to hospital

DAPORIJO, Mar 20: As part of its Corporate Social Responsibility (CSR) initiatives, the State Bank of India, Daporijo Branch provided few wheel chairs and stretchers to District Hospital, Daporijo.
PK Doley, Chief Manager, SBI Daporijo branch handed over the items to the hospital authority on Saturday.
Doley also assured an ambulance to the hospital. District Medical Officer Dr. Nyage Geiyi, medical officers and other staff of the hospital were present on the occasion.


Awareness Week on good sanitation practices
KHONSA, Mar 20: The officials and consultants of Public Health Engineering and Water Supply (PHEWS), Khonsa division organized an awareness programme under National Wash Awareness Week at Namsang Gaon Panchayat under Deomali block recently to educate the villagers about the importance of maintaining good sanitation practices.
The week aims at generating public awareness on building and use of toilets, safe disposal of child excreta, hand washing with soap before and after food, after using toilet, safe storage and handling of drinking water, water conservation and keeping  the village clean, informed Consultant Doi Tarak of PHE & WS Division.
The role of PRI in management of rural drinking water supply and sanitation was highlighted by consultant Lampang Wangsa.
Water quality testing using field test kit (FTK) was also demonstrated by the Laboratory Assistant.
Altogether 150 persons took part in the programme.
Meanwhile, the PHE & WS Division, Khonsa team reached Kolam Gaon Panchayat on Sunday and organized an awareness camp there, informed Executive Engineer T Nipa.
Demonstration of sanitary toilets and on use of FTK, role of PRI in management of rural water supply, safe storage and handling of drinking water were key events of the programme.
Altogether, 200 persons took part in the programme.DIPRO


Activities to reduce IMR reviewed
SEPPA, Mar 19: Various activities undertaken for reducing infant mortality rate (IMR) in East Kameng district were reviewed in the Steering Committee meeting on IMR conducted by the District Health Society here on March 17.
Deputy Commissioner cum Chairman of District Health Society Deepak Shinde, who chaired the meeting, gave emphasis on carrying out activities on mission mode with collective responsibilities by all the stakeholders. He also stressed on planning process, tracking of activities and reports on outcome of every activities in proper formats.
Earlier, District Medical Officer Dr. C Lowang Mallo highlighted the various programmes being taken up by the Health Department for reduction of infant morality rate.
Dr. K. Gyadi DSO gave a detailed presentation on the performance of District Hospital, Seppa.
Dr. Kaya Lapung briefed on progress made in the field of maternal and child health. Dr. Lapung stated that there has been a significant increase in ANC registration, institutional delivery and full immunization coverage in the district. He also highlighted the problems faced in achieving the targets of various activities due to inadequate manpower and insufficient infrastructure in the Health Department.
Zilla Parishad Chairperson Meyuk Cheda also participated in the discussion.
The workshop was attended by all officers and officials of peripheral health facilities.
Earlier on March 15, the District Health Society conducted a workshop on national switch from trivalent oral polio vaccine to bivalent oral polio vaccine (tOPV to tOPV) for the medical officers and cold chain handlers of all the health centres in the district.



ABK seeks ST status for Mishings
ITANAGAR, Mar 20: Adi Bane Kebang (ABK) has sought grant of Scheduled Tribe status to the Mishings residing in the state.
A team of ABK led by its president Kangir Jamoh made the proposal when they called on Deputy Chief Minister Chowna Mein on Saturday and apprised him for granting of ST status to Mishing people residing in Arunachal Pradesh according to the cut off year.
Meanwhile, while demanding for improvement of surface connectivity, the delegation has reiterated that Raneghat to Bomjir stretch of Trans Arunachal Highway be given to BRTF, for which memorandum has already been submitted to the state government.
It also requested for shifting of all the zonal offices to the eastern constituency for the convenience of the people living in the eastern part of the state.


ANSU condemns attack on student
ITANAGAR, Mar 20: The All Nyishi Students’ Union (ANSU) has strongly condemned the attack on a student at Daporijo on March 8 and requested the district administration to nab all people involved in the incident.
In a release, ANSU stated that a student of Government Higher Secondary School, Daporijo was attacked near the school gate by a group of five women without any provocation while she was going to attend her CBSE exams.
Stating the incident as barbaric and inhuman, ANSU has called for stern and exemplary punishment to the perpetrators of the attack.
Further, ANSU also called on the politicians and NGOs to refrain from supporting the culprits involved.


Assistant passes away
ITANAGAR, Mar 20: The Leporiang People Welfare Committee Capital Complex has mourned the demise of Biki Kampong Nabam who passed away on March 16 last at NEIGRHMS Shillong.
Late Kampong was serving as Assistant in the Directorate of Agriculture Department.


Mothers Vision organizes social service
AALO, Mar 20: Mothers Vision in collaboration with Department of Urban Development and Housing and Golden Jubilee Central Mopin Celebration Committee organized two days social service at market area and Sipu Bridge entry point here on March 18 and 19.
Ornamental flowers and plants managed by Mothers’ vision were planted all around the barren areas. The social service was conducted to clean the township on the eve of Golden Jubilee year of Mopin festival celebration at Aalo.

Army conducts medical camp at Thrizino
BOMDILA, Mar 20: A two day medical camp was organized on March 18 and 19 by the Army’s Tenga Garrison, Ball of Fire Division at Thrizino in West Kameng.
Brigadier Shailendra Singh and West Kameng Deputy Commissioner, AK Singh inaugurated the medical camp.
A large number of medical specialists consisting of Gynecologist, Dental Surgeon and Eye Specialist from the Army attended to the needy civilians. A total of 795 patients (Men-276, Women-287 & Children 232) were treated over the span of two days.
The medical camp benefitted the patients who otherwise being from far flung areas were devoid of any proper medical care and assistance. It has also facilitated in bridging and building bonhomie between the Army and the local populace. DIPRO


Troupe from Arunachal performs in World Culture Festival
ITANAGAR, Mar 20: A contingent of about 150 people from different parts of Arunachal Pradesh attended the World Culture Festival (WCF) of the Art of Living which was held in New Delhi from March 11 to 13.
A troupe of 75 represented Arunachal Pradesh in a mega dance titled ‘Cosmic Rhythm’, where over 4,600 artists from different corners of the world presented a Dance-Drama comprising 30 dance forms.
The festivities included a glorious symphony of 8,500 artists on 50 different instruments, spectacular cultural performances from across the globe, ancient chants of peace, thousands of dignitaries, and a sea of humanity.
“It’s unbelievable that 36,000 people, including the troupe from Arunachal Pradesh, performed on that stage,” stated Dr Ligu Tacho, Chairman of the Art of Living Arunachal Pradesh, who led the State team.
The Festival was a celebration of 35 years of Art of Living’s service to humanity, spirituality and human values.


Death condoled
ITANAGAR, Mar 20: The Arunachal Pradesh Govt Drivers’ Association has mourned the demise of its member Toko Dokho who passed away on Saturday.
Late Dokho, hailing from Talo village in Lower Subansiri district, was serving in the Directorate of Legal Metrology.

Inspiring tale

The relation between US and Cuba, the cold war era enemies is entering a new level with the visit of President Barack Obama to Cuba. Obama will embark on a historic 3-day visit to Cuba today which is expected to open a new era in the relationship between the two countries. Mr Obama, who will be the first US president to visit Cuba in 88 years, will hold talks with his counterpart Raul Castro tomorrow, followed by a joint press event and a state dinner. The visiting President will meet with Cuban dissidents on Tuesday.

This visit assumes immense significance as Cuba is the last few remaining communist countries which continued to be hostile towards US. The relation between two countries reached to lowest level during Cuban Missile Crisis. In 1962 there was a 13 day standoff between United States and Soviet Union after USSR deployed ballistic missiles in Cuba. It was the closest the Cold War came to escalating into a full-scale nuclear war. Since then hostilities between Cuba and US have only grew.  However ever since Raul Castro took over the rein of Cuba from his elder brother Fidel Castro, he has tried to improve the relation with US.  Castro and Obama meet on couple of occasions which helped to thaw the relation. Last year secretary of state John Kerry visited Cuba and reopened US embassy in Havana after gap of 54 year.  With the visit of President Obama, the US-Cuban relation is entering a new era. Though there will be difficulties ahead but two countries deserve appreciation for keeping aside their differences and trying to improve the relation. The story of Cuba-US will definitely inspire the rest of the world.

Joint patrolling, intelligence sharing could reduce wildlife trafficking

Gibbons are an endangered species of ape distributed in SW China, NE India, Bangladesh and SE Asia. One of the species, Hoolock gibbons are found in all the NE states of India and adjoining Bangladesh and Myanmar. Two sub species are known from the region: Eastern and Western Hoolock gibbons. The species have been impacted severely by anthropogenic pressures in both India, Bangladesh and Myanmar and are in need of urgent conservation. Myanmar has another spices reported known as Lar gibbons in addition to Hoolock gibbons. Due to adjacent forests across the border of India, Bangladesh and Myanmar; a joint conservation effort by these three countries could effectively help in successful conservation of these two species. Joint patrolling of borders could effectively reduce wildlife trafficking and poaching as well as intelligence sharing by border security agencies can successfully reduce poaching and other illegal activities along remote international border areas.

Unemployed youth do not understand the logic behind the CoSAAP’s demand for increase in retirement age when so many young and energetic youths are without any jobs. Do you want to see them in distress?

We also hope that cancellation of functional, officiating and out of turn promotion order given by governor will be respected.  

We hope this order of government will be implemented soon. All we want is a chance to serve our state at our capacities.

Finish the recruitment process

Through esteemed daily I would like to draw the kind attention of PWD towards the delay in declaring the result of JE.

Exam was conducted in October and it is almost 6 months and we are still waiting for the result. Why PWD is taking this much time when Hydro Power Department can declare and finish the recruitment process within less than 3 month.  Learn something from them.

Clarification on Taksing MHS

Dear Editor,

In response to an letter published on March 19, regarding status of the Taksing MHS, I am to inform all concern that 80% of the said project has been completed.  

Intake weir, intake tank, feeder channel, de-silting tank, power channel, forebay tank, spillway, power house building, machine foundation, tail race channel and 3 men bachelor barrack including the procurement of penstock pipe and electro mechanical components (carried out by E&M counterpart).  The only work that now remains is Air lifting of penstock pipes and E&M machines and equipment to the project site and their installation for which the department is pursuing the department of Civil aviation for arrangement of Air-sortie, as head-load of these materials is out of question.  It is thus, very wrong to say that 80% of the work is incomplete whereas in truth 80% of the work has actually been completed. Once the Penstock pipes and E&M machines are airlifted to the project site, the project would be completed in all respect including the 12mtr power channel that was damaged due to landslide which hopefully, would be within the next financial year i.e. 2016-17.

Appeal to the AP Public Service Commission

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention of Chairman, Secretary and honourable Members of Arunachal Pradesh Public Service Commission towards the pitiable condition of the candidates who appeared interview for the post of Assistant Professor, Department of Economics for Government Colleges of Arunachal Pradesh on 30th September 2014.

We are desperately waiting for the result to get declared which is kept in sealed cover in pursuance of interim order dated 14/7 /2014 and 17/7/2O14 in WP(c) No. 433(AP)/20L3 and WP(C) No. 797(AP)/2014. It is informed that the private party has already submitted surrender letter to the commission in the month of May, 2015.

However, the commission has failed to dispose of the case till now. This is not only hampering the selected candidates to get employed but also blocking the employment opportunities for the unemployed eligible candidates.

We do not understand why they took so much of time in final disposal of the case when the respondent has already surrendered. If it is due to the weakness of the APPSC advocate, we request the commission to hire new advocate and dispose of the case as early as possible.

Lastly, it is our sincere request to the commission to please feel the pain of the unemployed candidates and look into the matter seriously.

We also request the newly appointed Chief Minister and Education Minister to look into the problem and expedite the process for the final disposal of case.

Give a chance to merit

Dear Editor,

I am a Post graduate unemployed youth of this state and for your kind information there are more than thousands of like me in the state. When we were students, we dreamt of holding some position in our respective chosen fields and we did everything to bring it in reality.

We study day and night for graduation and PG to prepare ourselves for competitive exams.  But the situation and corrupt people in every department of the state wouldn’t allow us to go through.

I would ask the Chief Minister what steps he will take to stop such activities? How will a poor and hardworking candidate with no political and financial background will get justice?

I am reading about your works everyday in the paper and I know you have a great vision for our state and I believe you will definitely bring change. Everybody in the state is expecting a lot from you.

If you don’t do anything to stop this corruption in recruitment process in the state then iam afraid to say that colleges and universities will not produce learned person every year rather they will produce learned terrorist because there is a limit for toleration.

Therefore, I on behalf of all the desperate and  deserving unemployed youth of the state request you to save our future and create a suitable environment for the generation to come. We are counting on CM.

Salutations to the triumphant RFO and his team

Dear Editor,

Amidst the daily dose of dramatic political turn of events, a report in Arunachal Times of 1st Feb. 2016 issue which caught my attention was the head line, ‘Forest officer refuses to accept medal.’

The report highlighted how Neeraj Tamuk, Range Forest Officer (RFO) of Mebo Forest Range under Pasighat Forest Division, East Siang conducted night long operation in the isolated deep jungles of Chowkam in Namsai to nab criminals, poachers and rescued wild elephant calves on 6th Feb. 2015 thus carving his name in the history of the State to be the first Forest Officer to rescue and retrieve any pachyderm from the jaws of poachers.

Truly his selfless and suicidal determination in busting the Inter State poaching network, which is a menace to the conservation of endangered species of wild life, worth more than verbal appreciations and few commendation letters. The highly motivated Officer’s determination and action armed with limited backup and logistic support to combat and capture the anti social elements with likely superior weapons in the cold, hostile, treacherous and outlandish ambience was an exceptional tour de force, considering the area of the operation in fact believed to be infested with elements viewed to be extreme and ruthless, mere thought of encountering such element sends a chill down the spine of the bravest of the braves.

Such operations demand perfect coordination and precise clock work, unthinkable without proper communication system, which was not made available to the valorous RFO’s team.

To add to their woes the team had to crisscross waist deep streams with their boots on in the pitch dark and chilly winter night to reach where the criminals camped. Such odds failed to deter the Officer from his assignment. Shear instinct and motivation was his guiding force for accomplishing the dangerous feat of taking on the dreaded law breakers by surprise.

As any lax government official he could have opted out from following the case citing any lame account and cede the life risking responsibility to an officer of the concerned area or division and took an easy exit to save his skin as the area of action was out of his official jurisdiction had he been chickenhearted, this speak tons about his high degree of motivation, bravery and commitment to his duty.
